The Secretary of State for War asked the
War Committee to approve the proposal to raise labour battalions in HongKong for employment behind the lines of the British Army in France, thus releasing British civilian labour to meet the needs of the
home labour market. He informed the Committee that
the Government of the Union of South Africa had already agreed to raise ten battalions of Cape boys (War Committee Meeting 11th April, 1916, W.C.-35, Conclusion 9) and the French Government had no objection to their
employment in France. He also mentioned that the
French Government were themselves bringing Chinese battalione raised in their Colonies, to France.
The War Committee authorised Mr. Lloyd
George to discuss the whole question of imported labour with the French Government during his forth- coming visit to Parie.
